Watershed Management Plan

City of Stillwater, Oklahoma

The City of Stillwater has experienced considerable growth in population, housing, and business development in recent years.  Like most communities, Stillwater has localized flooding, drainage, and water quality concerns.  These can jeopardize future and existing development; they can also be exacerbated by future development.  To mitigate these risks, the City sought out Meshek and our team of partners. 

 The Stillwater Watershed Management Plan is a comprehensive plan dealing with flooding, drainage, and stormwater quality for the entire City of Stillwater. This included:

  • Gathering public input.

  • Conducting a storm sewer inventory.

  • Assessing the City’s open channel conditions.

  • Performing a floodplain assessment. 

  • Determining flooding hotspots and overall system deficiencies.

  • Performing a water quality analysis for Stillwater Creek to improve the City’s water quality program.

  • Conducting a stormwater utility fee feasibility study to review the existing stormwater program, its future goals, and fee structure options to achieve those goals.

  • Provided a Master Drainage Plan report for Boomer Creek.  This included updated floodplain modeling using new LiDAR terrain with culvert and bridge data.  The updated hydrologic modeling covered existing and fully urbanized conditions.

 The Stillwater Watershed Management Plan has helped provide the City with the tools to assess and address their current challenges in order to build a sustainable, resilient, and prosperous future.
