STAR Center Site Development
Webco Industries in Sand Springs, Oklahoma
In 2010, Webco Industries was in search of a site development consultant to prepare construction plans for its STAR Center site in Sand Springs, Oklahoma. Webco partnered with Meshek for the preliminary master plan for the redevelopment of a long-closed mental health facility, which included all anticipated buildings, parking lots, roads, utilities, and associated grading. Meshek conducted all field surveys and established all horizontal and vertical control used during construction. Our firm coordinated geotechnical investigations of the site, including field investigations and laboratory testing as well as pavement recommendations.
Before any site development could take place, a floodplain analysis was performed. Most of the site was mapped by FEMA within the 1% Annual Chance (100-Year) floodplain. Most of the floodplain was due to an overflow from Fisher Creek as it would overtop SH-51 and flow onto the Webco property. The analysis produced a recommendation to elevate the site well above the 1% Annual Chance elevation and improve a driveway entrance culvert. Local drainage was collected in a stormsewer system and conveyed to the main creek.

In redeveloping this property, Webco was able to turn more than 100 acres of vacant, non-productive property into several hundred new jobs, giving the local economy a significant boost.
The success of the site has also led to Webco acquire the neighboring 60 acres. Meshek is assisting them in the redevelop of this area into the Webco International Headquarters and a leadership training center. This project will also create a number of new jobs and keep all of the high-paying, upper management jobs in the Sand Springs/Tulsa area. The leadership training center will be a centralized training facility where employees from across the country will come for all kinds of training. With the jobs created, jobs kept local, and local revenue from folks traveling to the area, the project will have a significant financial impact on the community.
