Tupelo Creek Flood Mitigation and Grant Management

Initially, the City of Tulsa requested Meshek to perform hydrologic and hydraulic analyses. Later, the City expanded the scope of work for this project to include design plans for Maintenance Zone 6028-W, a capital improvement project in Improve Our Tulsa. Meshek performed a Benefit-Cost Analysis (BCA) and determined a solution with benefits for the neighborhood project, obtaining a cost-effective Benefit-Cost Ratio (BCR).
This project was awarded $6.46 million through FEMA’s Hazard Mitigation Grant Program (HMGP) and mitigated flooding in east Tulsa’s Cooper Neighborhood situated east of South Garnett Road and between East 15th Street and East 21st Street, making this project a high priority for Tulsa. When completed, the project removes 19 homes from the 100-year floodplain and 27 homes from the 500-year floodplain. The construction of this project will be completed under an Individual Permit with the U.S. Army Corps of Engineers.
The project utilized the expertise of Meshek’s Civil & Roadway Design, GIS, H&H, Right-of-Way, Planning & Grant Management, and Survey departments and included the following elements:
Neighborhood Roadway Rehabilitation (Full Depth Reconstruction and Mill, Patch, and Overlay)
Major Storm Sewer Improvements (Inlets, Storm Pipes and RCB, and Concrete Channel)
Waterline Improvements
Sanitary Sewer Relocation
ADA Compliant Sidewalk
404 Permitting
